The works will commence upon release of the funds and are due for completion by April 2026. Relevant Select Committee Resident Services Select Committee Relevant Ward(s) Uxbridge RECOMMENDATIONS That the Cabinet Member for Financ e & Transformation, in consultation with the Cabinet Member for Community and Environment agree to the following capital release request of £256k from the Leisure Refurbishment programme 2025/26 capital budget f or the Hillingdon Sports and Leisure Complex 3G Football Pitch replacement (Appendix A). Capital Release Report – 3 February 2026 Part 1 - Public Reasons for recommendation Completing this work will ensure that Hillingdon Sports and Leisure Complex continues to operate efficiently and with no loss of service to the 3G astroturf pitch. Alternative options considered The Council could choose not to complete the work , but this could result in the Football Foundation reclaiming part of the grant funding issued to the Council. Not completing the work would result in the closure of the pitch and would result in damage to the Council’s reputation. Select Committee comments None at this stage. SUPPORTING INFORMATION The Council’s four Leisure Centres (Hillingdon Sports & Leisure Complex, Highgrove Pool, Botwell Green Sports & Leisure Centre and Queensmead Sports Centre) are managed by GLL on behalf of the Council. In 2008, the Council received a £500 ,000 grant towards the construction of an Artificial Grass Pitch at Hillingdon Sports and Leisure C omplex. In order to maintain the 3G football pitch in line with the Football Foundation’s grant funding conditions it is necessary to replace the 3G pitch carpet surface as it is now a health and safety risk. The cost of the work will be funded via the Leisure Refurbishment capital budget that forms part of the contractual agreement that the Council has with GLL. As part of the contract variation that was agreed by Cabinet in March 2023 there was a requirement for the Council to set aside £100k per year for lifecycle replacement works. This budget, until the 2025/26 financial year, totals £300k. GLL have obtained quotes from specialist pitch replacement companies. The refurbishment of the existing 11-a-side artificial pitch will include the following works: • Install a welfare unit and security fencing to house plant and equipment • Remove existing turf and shock pad including their disposal • Supply and lay Trocellen 10mm prefabricated shockpad • Supply and lay Fieldturd XM750.11 artificial turf including permanent markings for one 11- a-side pitch and three 5-a-side pitches • Installation of dividing net curtains • Purchase and installation of goalposts (four sets) The 3G pitch is used for a range of football activities for the local community that include Ickenham Youth Football Club sessions, dementia football club sessions, the Council’s holiday and food programme and the walking football club. Income generated from the pitch is £114k per annum. Capital Release Report – 3 February 2026 Part 1 - Public This report now seeks the release of the funds from the Leisure Refurbishment budget in order for GLL to complete the works on behalf of the Council. The cost of the work can be found in Table 1 below: Table 1: Cost Plan Cost of Works £ Replacement of the 3G surface 265,066 Dividing nets and goal replacement 16,454 Project management charge (5%) 14,076 Total 295,596 Financial Implications (Leisure Centre Refurbishment Programme Budget 2025/26 £300k, Previously Released Nil, Capital Release Requested £296k) – Appendix A The revised 2025/26 budget for the Leisure Centre Refurbishment programme is £300k funded from Council resources. The report seeks the capital release of £296k from the Leisure Centre Refurbishment programme for the replacement of the 3G football pitch at Hillingdon Sports and Leisure C omplex. T he release request is based on quotes from the Council’s approved term contract or GLL . It is anticipated that the resurfacing of the football pitch will increase usage and income. Currently, the income generated is £113k per annum and this is likely to increase by a further 25% to 30% (£28k to £34k) per annum after the replacement of the 3G football pitch. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon residents, service users and communities The completion of these works will ensure that residents and users will be able to enjoy a high quality and safe leisure facility provision. Consultation carried out or required None required. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the report and concurs with the financial implications set out above, noting that the funds are to be released from the approved revised 2025/26 Leisure Centre Refurbishment capital budget, financed by Council resources. Capital Release Report – 3 February 2026 Part 1 - Public Legal Legal Services confirm that the Council is responsible for carrying out this function pursuant to section 19 of the Local Government (Miscellaneous Provisions) Act 1976. Furthermore, as the current 3G pitch carpet surface is described in this report as currently posing a health and safety risk, replacement is necessary if there is to be continued use of the 3G pitch. This is pursuant to section 3 of the Health and Safety at Work Act 1974 and section 2 of the Occupiers ’ Liability Act 1957. Thus, there are no legal impediments to the requested capital release being authorised, although any contract arrangement that the Council is party to must comply with the Council's Procurement Standing Orders. Capital Release Protocol The release of all capital funds, and certain revenue funds, held by the Council is to be made by a formal democratic decision. No expenditure can be placed or committed by officers until this formal approval is given by Democratic Services. Release of funds must be for identified projects only and strictly not for the general release of funds for projects to be identified at a later date. No block releases of capital or funding will be allowed, except if authorised by the Leader of the Council in advance to Corporate Finance. The release of funds will only be made if previous Council, Cabinet or Cabinet Member agreement has been given to the project and only if there is an approved budget. BACKGROUND PAPERS NIL.
