That the Cabinet Member for Finance & Transformation
and the Cabinet Member for Children, Families &
Education:
1. Agreed to the capital release request of £805,875
from the Corporate Technology and Innovation
Programme Budget for the funding of the
Consolidating and Improving Systems - EYES
Programme of work (Appendix A);
2. Agreed to Capitalisation of internal resource (as
per table A below) for implementation services of
the Consolidating and Improving Systems - EYES
Programme of work for the duration of the
project;
3. Furthermore, agree d to utilise posts via direct
award to Develop Group Ltd to resource posts (as
per table A below) for up to 12 months to provide
internal support and skills for the project; and

4. Authorised the Chief Operating Officer, in
consultation with the Cabinet Member for
Finance & Transformation, to change the
Consultancy supplier or vary the posts to fixed-
term contracts, should this be required, during
the implementation of EYES.
Reason for decision The continuation of the EYES Programme was noted to
have delivered clear benefits for residents, service users
and the wider community. Multiple legacy systems were
consolidated into a single platform, enabling faster, more
accurate decision-making and reducing duplication. Direct
portal access for parents, carers, health professionals and
schools was provided, reducing the need to contact the
Council manually. Safeguarding was strengthened through
a unified child record, and daily EDI feeds from schools
improved the accuracy of key data. Overall, the ongoing
development of EYES was understood to have contributed
to a more efficient and coordinated service for children,
young people and families in Hillingdon.
