To allocate £5,000 from the Section 106 (Carbon Reduction) funds to the Hillingdon Friends of the Earth Cleaner Greener Festival (2025) Reason for decision In 2025, the Cabinet Member for Finance and Transformation approved decisions to address the Climate Emergency as part of the Council’s strategy for a green and sustainable borough by implementing a Strategic Climate Action Plan with nine themed actions, allocating funds for carbon- neutral operations, tree planting, innovative offsetting, community engagement, progress monitoring, and partnership projects to achieve carbon neutrality by 2030. The Cabinet Member delegated to officers to agree specific allocations and capital releases that met the relevant criteria. This is the first specific allocation, and the payment will transfer £5,000 of Section 106 funding to Hillingdon Friends of the Earth to support the delivery of the Cleaner Greener Festival in September 2025. The festival was identified in the adopted Strategic Climate Action Plan as an activity that helps deliver the Council’s climate objectives by promoting practical action, awareness and community involvement in environmental improvement. The funding covers materials, equipment and supporting resources needed for the festival, together with communications and publicity to Chief Officer Decision Notice Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk ensure strong participation. It will also allow Friends of the Earth to undertake follow‑up activities and continue wider community engagement on climate action. Alternative options considered and rejected No alternative option was considered appropriate. Without this funding, the Cleaner Greener Festival could not have been delivered in line with the community objectives set out in the Strategic Climate Action Plan. Section 106 Carbon Funding has been secured to deliver projects such as this one to provide behavioural change alongside targeted carbon reduction schemes (i.e. solar panels and energy efficiency) Factors considered This decision supports delivery of the Council’s climate commitments, particularly regarding the community support to embed action within local groups. REPORT REPORT STATUS PUBLIC SUPPORTING INFORMATION Background 1. The Council has committed to being a community leader with regards to climate action. However, the 2025 Strategic Climate Action Plan Review identified this theme as requiring further development as resources were prioritised in getting the Council’s ‘own house in order’. Consequently, the review identified increased action for this theme for 2025 – 2028 including committing to engagement campaigns. 2. The Cleaner Greener festival was presented by Hillingdon Friends of the Earth (FOE) and initial exploratory work has resulted in several options to advance. The funding allocation would allow this work to take place and for a festival to be taken forward that promotes carbon reduction measures and other climate change action. This is int ended to be the first in an annual series of events to help our residents and communities face the challenge of climate change. 3. The funding allowed for the required material and supporting material, along with communications and advertisement of the festival. The funds also allowed FOE to pursue follow up actions and continue to promote climate action within the community. The Hillingdon Friends of the Earth Cleaner Greener Festival is a community ‑led event that brings residents, local groups and volunteers together to celebrate practical, positive climate action across the borough. The festival focuses on everyday ways people can cut waste, protect nature, save energy, reduce carbon and improve local air quality, with stalls, demos, workshops and family ‑friendly activities that make environmental issues easy to understand and take part in. It’s designed to showcase local projects, support community initiatives and give residents the tools and confidence to make greener choices, all while creating a welcoming space to meet others who care about Hillingdon’s environment. Approvals 5. The funding allocation is in line with the Strategic Climate Action Section 106 funding which was approved through Executive Decision (CMD 1570) on 29 December 2025. 6. The report approved the allocation of outstanding S106 funds for a variety of projects as set out below: I. Delivery of carbon savings within the corporate property portfolio II. Carbon offsetting through tree planting III. Development and implementation of climate resilient spaces within our existing green spaces IV. Delivery of an Annual Cleaner Greener Festival V. Community leadership and borough-wide Schools and Communities carbon reduction campaign VI. Monitoring and Reporting Activities VII. Project Management and Partnership Activities 7. Project IV was for the Cleaner Greener Festival for which this Section 106 allocation is being secured subject to agreement “that the Director of Planning and Sustainable Growth agrees specific allocations (including capital releases) from the S106 Carbon Reduction Fund that meet one or more of the criteria in recommendation 1 to be recorded through a Chief Officer Decision.” Source of Funding 8. The Strategic Climate Action Allocation identified a range of developments from which S106 was secured for the delivery of climate action related projects. 9. These two projects assist with various action in the Council’s Strategic Climate Action Plan (2025 Review): R1.1 To provide a dedicated online resource to provide information on how to record your carbon footprint alongside actions that can help reduce it. The resource will also outline options for external funding and how to improve an individual’s environmental footprint. R1.2 To promote and support volunteer groups with dedicated climate and environmental objectives. R1.4 To use our unique access to communities through, for example, residents' associations, to support and promote climate action. R1.5 During 25/26, the Council will engage all schools within the borough and support them in the publication of a climate action plan reflecting the objectives of this Strategy, with annual progress reports to be provided thereafter. R1.7 During 25/26, the Council will undertake a ‘Cleaner Greener’ public engagement campaign, which raises awareness and promotes climate action. Consultation & Engagement carried out (or required) 11. Officers meet Hillingdon FOE on a monthly basis to maintain engagement on the outcomes from the Cleaner Greener Festival alongside other Strategic Climate Action. CONSULTEE COMMENTS Finance comments The report seeks the allocation of £5k from the S106 contribution held at EO/013/581D relating to Land at Tudor Works, Beaconsfield Road, Hayes towards Hillingdon Friends of the Earth Cleaner Greener Festival carbon reduction strategy. Allocating the S106 contribution held at EO/013/581D meets the conditions stipulated in the S106 agreement. The scheme will be accounted for under the S106 funded revenue projects.
