Executive Summary This report seeks the release of £400k from the 2026/27 Highway Bridges & Structures Capital Programme budget for the schemes detailed in this report. The works will commence upon release of the funds and are due for completion by March 2027. 2. Recommendation(s) That the Cabinet Member for Finance, in consultation with the Cabinet Member for Residents Services, agree to the capital release request of £4 00k from the Highways Bridges & Structures 2026/27 budget to support the schemes outlined in this report (Appendix A). 3. Reasons for decision The recommendation enables the release of funds to progress the Highways Structures Programme detailed in Appendix A. The projects listed will limit the deterioration and preserve the structural integrity of the highway structures avoiding any undue failure of the structural elements. The works will improve the condition of the structures and the highway network. These works will be undertaken by the Council’s Highways Term Service Contractor. Proposal The Highway Bridges and Structures Work Programme is funded from the 2026/27 capital programme for highway structures. The estimated costs of the programme totalling £400,000 is shown in Table 1 below. Hayes Bridge, Uxbridge Road, Hayes (Release requested £70k) Hayes Bridge carries Uxbridge Road (A4020) over Yeading Brook. Uxbridge Road is on the Borough Principal Road Network (BPRN). Over the years, the condition of the concrete bridge has deteriorated and there were several areas where the concrete was in poor condition. Concrete repairs were undertaken to the soffit of the bridge to rectify this issue. The funding request is for improvement works consisting of concrete repairs and waterproofing to the top of the deck around the areas of the central reserve and the adjacent lanes. 2. Green Bridge, Moorhall Road, Harefield (Release requested £240k) Green Bridge carries Moorhall Road over the River Colne. It is a three span steel bridge, comprising of 10No. steel beams encased in concrete, with clear spans of 12.42m and two spans of 13.02m each. The carriageway is approximately 7.3m wide and there are 3.65m wide footways on both sides. The funding is for improvement works consisting of concrete repairs and waterproofing to the top of the concrete deck slab, replacement of expansion joints, parapet repairs and re-surfacing. This work will prevent further deterioration of the structure and preserve its structural integrity. 3. T erm Consultant Fees (Release requested £40k) This funding is for the term consultant fees for design, principal designer role, obtaining the necessary permits from authorities like the Environment Agency and Canal and River Trust, liaison with other stakeholders and undertaking site visits as required. Internal Engineers Fees (Release requested £20k) This funding is for project management, commissioning of consultant and contractor, contract management, liaison with all stakeholders and site visits as required. 5. Contingencies (Release requested £30k) An amount of £30k has been allowed for contingencies to cater for the high-risk items of work and any unforeseen circumstances like the increase in areas of work to masonry and concrete substrate that are exposed after breaking out, ambiguity in the as-built drawings resulting in more material being used and delays due to inclement weather. 5. The report seeks the release of £400k from the Highways Bridges & Structures budget to progress the works detailed in the body of the report. The cost plan for the project is based on the schedule of rates within the approved highways term contract and includes external consultant fees, internal fees and contingency of 6% and 10% respectively of the total quoted works costs. Corporate finance concurs with the financial implications above, confirming that the £400k Highways Bridges & Structures Programme is in the approved General Fund capital programme, financed by Council resources. Thus, there are no legal implications to the Council authorising the capital release requested in this report provided that any contract that the Council enters into, such as the term contract with the consultant and the contract with the selected contractor complies with the Council’s Procurement Standing Orders. c) Alternative options Alternative Options Rationale for rejecting option Option A – Undertake improvement works to bridges as proposed This work is vital as it entails the identification of structural deterioration and the preservation of the structural integrity of highway structures. Therefore, it is recommended that these projects are progressed without delay to maintain the structural integrity of the Council’s highway structures. Do nothing This is not an option. There is no alternative but to carry out this work because, if left undone, there would be health and safety implications. d) Risk management Risk Mitigation Failure of contracted organisations Contract monitoring and staged payments. Construction Risks Follow best practice including method statements and risk assessments to ensure safe working e) Other implications NIL. 6. Consultation & engagement Consultation is to be carried out as part of the implementation of each scheme as appropriate. 7. Timetable for implementation If the capital release is approved the proposed projects will be completed before the end of March 2027. agreed to the capital release request of £ 400k from the

A).
