HEADLINES Summary To inform the Cabinet Member of the responses to the formal consultation on revised proposals for ‘at any time’ and limited time waiting restrictions in Rickmansworth Road and Copse Wood Way, Northwood Financial Cost The cost of the recommendations associated with this report is £1,400 and will be managed within the existing revenue budgets for the Transportation Service. Notes the responses received during the 21 -day formal consultation for revised proposals for waiting restrictions in Rickmansworth Road and Copse Wood Way, Northwood; 2. Following discussions with local Ward Councillors, asks that officers organise for the proposed double yellow lines in Copse Wood Way to be implemented as seen in Appendix C at the earliest opportunity; Cabinet Member Report – ADD DATE (Part 1 Public) 3. Asks that officers organise for the double yellow lines in Rickmansworth Road to be implemented as originally proposed , as seen in Appendix C at the earliest opportunity; 4. Asks that officers organise for the single yellow line in Rickmansworth Road to be implemented as proposed in the revised proposals, as seen in Appendix C at the earliest opportunity; and 5. Asks that officers review the effectiveness of the single yellow line six months after implementation. Reasons for recommendation(s) These recommendations are in line with the views expressed by the local Ward Councillors who have considered the responses to the 21-day statutory consultation. Alternative options considered / risk management The Council could decide to make no changes to the parking arrangements in Copse Wood Way, and Rickmansworth Road between Copse Wood Way and Northwood Golf Club, Northwood. Democratic compliance / previous authority None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Cabinet Member will be aware that the Council recently carried out formal consultations on proposed waiting restrictions in Rickmansworth Road, Northwood. The request originated from a petition which was submitted to the Council signed by local residents, and as a result an on -site meeting took place with members of the Northwood Residents Association and a local Ward Councillor. 2. Following the request, formal consultation was carried out on proposals for proposed single and double yellow lines in Rickmansworth Road, and double yellow lines in Copse Wood Way. During this 21-day period, the Council received comments in support of the proposals, but also objections and suggested changes . All of the comments were considered by local Ward Councillors and the former Cabinet Member for Planning, Housing and Growth, who made the decision to implement the proposals in part, and instructed officers to conduct formal consultation on proposed amendments. This included shortening the double yellow lines in Copse Wood Way and proposing a single yellow line in Rickmansworth Road south of Copse Wood Way towards Northwood Golf Club, in place of the previously proposed double yellow lines. A plan of the revised proposals which were formally consulted on are attached to this report as Appendix A. Cabinet Member Report – ADD DATE (Part 1 Public) 3. Officers organised for formal consultation to take place on the revised proposals at the earliest opportunity. During the dates of 1 8 th February and 11 th March 2026, residents directly affected by these changes were sent a letter and a copy of the proposals, which were also advertised in the local newspaper and via public notices on site. 4. During this time, the Council received three comments objecting to parts of the proposals or requesting changes. These comments can be viewed in the table attached to this report a t Appendix B. 5. One of the main concerns highlighted was that a single yellow line in Rickmansworth Road between Copse Wood Way and Northwood Golf Club would not be effective in preventing the problems that residents have been experiencing, and that a double yellow line would be more appropriate in improving forward vision and preventing obstructive parking. 6. In addition, there were also concerns that if parking restrictions were to be implemented in Rickmansworth Road, the parking would be displaced into Copse Wood Way. One resident requested that parking restrictions such as a single yellow line or residents’ permit parking scheme be considered in Copse Wood Way. I f on-street parking were to be removed this could possibly increase speeding but also reduce parking for both residents and non- residents. Residents are therefore encouraged to petition to the Council if they would like this request considered to show there is local support for more extensive parking restrictions. 7. The comments have been shared with local Ward Councillors who are supportive of the revised proposals in Copse Wood Way being implemented at the earliest opportunity . However, Ward Councillors agreed with residents that double yellow lines would be more suitable in Rickmansworth Road closer to the entrance of True Lovers Court. 8. In conclusion, it is therefore recommended that officers organise for the implementation of the double yellow lines in Copse Wood Way at the earliest opportunity, as well as t he extension of the double yellow line in Rickmansworth Road between the junction of Copse Wood Way and bus stop, and single yellow line closer to the entrance of Northwood Golf Club, all of which can be seen in the plan attached to this report as Appendix C. Financial Implications The cost of the recommendations associated with this report is £1400. This is to be managed within the existing revenue budgets for the Transportation Service. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities To help manage the parking Rickmansworth Road and Copse Wood Way, Northwood Way following concerns raised by residents, and subsequent consultations. Consultation & Engagement carried out (or required) Cabinet Member Report – ADD DATE (Part 1 Public) Formal consultation was carried out on revised proposed waiting restrictions in Copse Wood Way and Rickmansworth Road, Northwood. If the recommendations to this report are approved, then officers will organise for the implementation of the double yellow lines in Copse Wood Way and Rickmansworth Road, and single yellow line in Rickmansworth Road as seen in Appendix C. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Council’s power to implement the proposed waiting restrictions on Rickmansworth Road and Copse Wood Way , Northwood is set out in section 6 of the Road Traffic Regulation Act 1984. The consultation and order-making statutory procedures to be followed are set out in Schedule 9 of the Road Traffic Regulation Act 1984 and the Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations 1996. Consultation must also meet the standard set by established common law principles in public law, namely fairness and adequacy. If the decision is taken to make the order introducing the proposed waiting restrictions, Part 5 of the Road Traffic Regulation Act 1984 and the Traffic Signs Regulations and General Directions 2016 set out the signage requirements, which must be observed. In exercising any of the powers under the Road Traffic Regulation Act 1984, section 122 of the 1984 Act requires the Council to consider its statutory duty to secure the expeditious, convenient and safe movement of vehicular and other traffic (including pedestrians), and the provision of suitable and adequate parking facilities on and off the highway. These powers must be exercised so far as practicable having regard to the following matters: (a) the desirability of securing and maintaining reasonable access to premises; (b) the effect on the amenities of any locality affected and the importance of regulating and restricting the use of roads by heavy commercial vehicles, so as to preserve or improve amenities of the areas through which the roads run; (c) the national air quality strategy; (d) the importance of facilitating the passage of public service vehicles and of securing the safety and convenience of persons using or desiring to use such vehicles; and (e) any other matters appearing to the Council to be relevant. Moreover, the Council has various statutory duties in relation to road safety, such as under section 39 of the Road Traffic Act 1988 and section 16 of the Traffic Management Act 2004, which are relevant when deciding on road traffic measures. Pursuant to established public law principles on consultation, the decision maker, when deciding whether to approve the recommendation to introduce the proposed waiting restrictions, must be satisfied that all consultation responses, including those that do not accord with the officer's recommendation, were conscientiously taken into account. Regulation 13 of the Local Authorities’ Cabinet Member Report – ADD DATE (Part 1 Public) Traffic Orders (Procedures) (England and Wales) Regulations 1996 also requires the Council to consider all objections made. To this end, this report explains how the final recommendations are the outcome of various proposals and rounds of consultation. The Council must also be continuously mindful of its public sector equality duty under section 149 of the Equality Act 2010. Property None at this stage. Rickmansworth Road and Copse Wood Way, Northwood - Comments received to the formal consultation on revised proposals for waiting restrictions Road Name Comments Officer's response Having reviewed the updated plans, I would like to raise concern regarding the introduction of single yellow lines with time restrictions along Rickmansworth Road. While I understand the intention behind this change, it is highly likely that it will simply displace the existing commuter parking onto Copse Wood Way. Copse Wood Way is already experiencing a significant increase in long-stay parking, with many commuters leaving their vehicles for extended periods, sometimes for several days at a time. As a result, vehicles are already parked along much of the road, often stretching down towards the Gravel Pits area. I have attached a photograph taken yesterday morning for reference. Once the restrictions on Rickmansworth Road come into force, it is very likely that commuters who currently park there will instead move further into Copse Wood Way. This will significantly increase the number of vehicles parking on the road and will likely result in cars parking on both sides of the street. When this happens, the road becomes extremely narrow and dangerous, making it difficult for vehicles to pass safely. Buses and emergency vehicles will struggle to get through, and the increase in parked cars will also create additional hazards for residents, pedestrians, and children. Having lived here for over 10 years, we have already witnessed this occurring on several occasions, and the proposed changes will likely increase traffic further on Copse Wood Way. The number of vehicles parking in the area has increased noticeably over the past few years. Unfortunately, this has also coincided with a rise in issues such as fly tipping and drug paraphernalia being left in the area, which is very concerning for residents and families living nearby, including ourselves. As previously mentioned, we have also experienced verbal abuse from non-residents parking in the area. For these reasons, I kindly ask that the council also considers introducing some form of parking control on Copse Wood Way to prevent commuter displacement. Possible options could include: • Residents’ permit parking, or • Limited waiting restrictions during peak commuter hours Either of these measures would help protect local residents while discouraging long-stay commuter parking. With several schools nearby and many families living in the area, it is important that the safety and wellbeing of local residents are considered. Introducing appropriate parking controls would help manage traffic levels, reduce congestion, reduce the dangers caused by increased parking, and maintain safe access for buses, emergency services, and residents. Thank you for taking the time to consider this request. Rickmansworth Road Comments considered as part of this report. See paragraph 6. Following a concern in the previous consultation, the double yellow lines have been reduced to help prevent parking loss for residents. If residents would the Council to consider parking measures such as a single yellow line or resident's permit parking scheme in Copse Wood Way, the best way to request this is via a petition to the Council. It is worth noting however that if on-street parking availability was removed from Copse Wood Way, this would impact both residents and non- residents. Vehicles parked on the road also helps prevent speeding which could increase if the parking were removed. Rickmansworth Road We would like there to be double yellow lines between the southwestern kerbline of Rickmansworth Road between Copse Wood Way and Northwood Golf Club as we have problems leaving our property by turning right onto Rickmansworth Road going in the direction of Northwood Gold Club. Our line of visibility is blocked by vehicles parked in Rickmansworth Road. This is all the more dangerous as there is a small incline in Rickmansworth Road by Northwood Golf Club which obscures out view of traffic approaching from the right. We often find that the road to the right as we exit is clear only to find that a vehicle is approaching us at considerable speed from nowhere. This is not only frightening but also dangerous. Vehicles parked to the left of our exit also obstruct our line of visibility and it can be particularly dangerous when a bus or other large vehicle approaches and is to the centre of the road. Comments considered as part of this report. See paragraph 5. HOWEVER planning management should note, we prefer (at least) DOUBLE yellow lines are drawn across our forecourt exit/entrance extended to 5 metres either side, in line with our registered 'low kerb priority plan.' to ensure safe exit/entry. ..........and in keeping with other forecourt entrances in the area.(E.g. 'Moray Court' and two for 'Northwood Golf Club Car Park'). This requirement is asked due to limited vision, either from vehicles approaching from the southeast direction, up the incline of Rickmansworth Road between 'Mondial Cars' and speeding cars approaching from the 'Copsewood Way' direction from the northwest. Although a 30mph speed camera warning notice is placed (outside 'Montefiore school') near the Green Lane' traffic lights junction; general public knowledge is aware there is NO Camera to catch offenders speeding. Our residents are constantly disturbed by speeding vehicles along this part of Rickmansworth Road . It should also be noted, that single or double lines are needed ONLY up to (and NOT beyond) the '331 Ruislip Bus Stop' outside 'Northwood Golf Car Park'. Furthermore, can the Council explain why there are already double yellow lines along the WIDER Rickmansworth Road between 'Maxwell and Murray Road' but NOT along the NARROWER part between 'Copsewood Way' junction (northwestern side ) and the '331' Bus Stop to Uxbridge?. Furthermore: given limited waiting times are planned, will this area ever be supervised and enforced by wardens? This safety proposal has been discussed, including sending numerous dangerously, long term parked and untaxed vehicle photographs, to Hillingdon Council for many, many years. Now, it is hoped there will be a speedy resolution for the safety of all. Further to my earlier email, I would like to add the following observations to my and other previous comments, Although, the Council's suggestion is welcomed, I am concerned about the SINGLE yellow line waiting restrictions ( 8am to 10am and 2.30pm to 4.30pm) that might be considered outside ' True Lover's Court' in Rickmansworth Road. To consider this plan successful IT MUST BE MONITORED ON A REGULAR BASIS BY WARDENS in order that illegal parking is enforced and effective. Currently,, one or two low-loaders lorries and cars (see attachments) are often parked directly in front of, and limiting outgoing vision, despite asking the owners politely to park elsewhere. In addition, it is found by our 'DVLA' checks some vehicles are often either untaxed or MOT expired. Often these vehicles can be left parked for several days, or even weeks directly outside our premises, limiting even access to our entrance gate These vehicles restrict our line of vision exiting from our forecourt of on-coming traffic from both directions.. The simple alternative suggestion is for DOUBLE yellow lines to be continued from "The Old Forge" premises towards the '331' Bus to Ruislip outside Northwood Golf Club car park. This removes in one stroke (or two) any safety issues outside our premises. Please discuss and promptly implement some final action. The Council is unable to directly enforce against speeding vehicles, such enforcement can only be undertaken by the police. In addition, the Council itself doesn't determine the locations for road safety cameras or fixed average speed camera systems. These sites are managed by the London Safety Camera Partnership. I understand that there is also certain criteria when determining a suitable site for a fixed camera such as the previous number of accidents. Parking restrictions are enforced by Civil Enforcement Officers as often as possible. If residents would like to report vehicles parked illegally, they can be reported to the Parking Enforcement Hotline, via 01895 271 418, between 6am to 10pm (Monday to Saturday) and 8am to 10pm (Sundays and Bank Holidays). As mentioned in the previous formal consultation report, vehicles which are untaxed or without MOT need to be reported to the DVLA or police as the Council has limited powers in regards to abandoned vehicles. The revised proposals for a single yellow line on the southwest kerbline of Rickmansworth Road to Northwood Golf Club, with limited waiting Monday to Friday 8am -10am and 2.30pm to 4.30pm is generally acceptable; but would prefer 'no waiting at any time.' In addition, the Council itself doesn't determine the locations for road safety cameras or fixed average speed camera systems. These sites are managed by the London Safety Camera Partnership. I understand that there is also certain criteria when determining a suitable site for a fixed camera such as the previous number of accidents. Parking restrictions are enforced by Civil Enforcement Officers as often as possible. If residents would like to report vehicles parked illegally, they can be reported to the Parking Enforcement Hotline, via 01895 271 418, between 6am to 10pm (Monday to Saturday) and 8am to 10pm (Sundays and Bank Holidays). As mentioned in the previous formal consultation report, vehicles which are untaxed or without MOT need to be reported to the DVLA or police as the Council has limited powers in regards to abandoned vehicles. 2. Following discussions with local Ward
Councillors, asks that officers organise for the
proposed double yellow lines in Copse Wood
Way to be implemented as seen in Appendix C at
the earliest opportunity;
3. Asks that officers organise for the double yellow
lines in Rickmansworth Road to be implemented
as originally proposed, as seen in Appendix C at
the earliest opportunity;
4. Asks that officers organise for the single yellow
line in Rickmansworth Road to be implemented
as proposed in the revised proposals, as seen in
Appendix C at the earliest opportunity; and

Asks that officers review the effectiveness of the
single yellow line six months after
implementation.
Reason for decision The Cabinet Member for Residents Services noted the
responses received during the 21- day formal consultation
and the views of the local Ward Councillors. The decision
was taken to help manage parking in Rickmansworth Road
and Copse Wood Way, Northwood, in response to concerns
raised by residents and subsequent consultations. The
effectiveness of the single yellow line would also be
reviewed six months after implementation.
Alternative options
considered and rejected
The Cabinet Member considered the option of making no
changes to the parking arrangements in Copse Wood Way
and Rickmansworth Road, Northwood.
