OFFICIAL EXECUTIVE DECISION NOTICE
PUBLISHED BY DEMOCRATIC SERVICES
Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:

Decision made
Cabinet Members making
the decision
Councillor Wayne Bridges, Cabinet Member for Residents
Services
Councillor Eddie Lavery, Cabinet Member for Finance
Decision Agreed
That the Cabinet Member for Finance, in consultation
with the Cabinet Member for Residents Services:
1. Accepted the single tender from Econ
Engineering Limited for the provision of hire,
maintenance and delivery of eight winter
maintenance vehicles (gritters) to the London
Borough of Hillingdon for 26 weeks, from 1
October 2026 through to 31 March 2027 at a total
cost of £189,182. The cost of this contract will be
funded from the existing Fleet Service Revenue
budget; and
2. Agreed a 10% provision for contingency to cover
off hire damage costs at a cost of £18,918.
Reason for decision To ensure winter gritting arrangements are in place, a
contract hire solution has been identified as the most
practical and cost -effective option. This approach provides
operational flexibility, vehicle reliability and dedicated
maintenance support through out the winter season. The
arrangement also includes replacement vehicle provision if
a gritter is unavailable for an extended period, helping to
maintain service continuity.
Alternative options
considered and rejected
The option of purchasing and maintaining a dedicated fleet
was considered; however, a hire arrangement offers greater
operational resilience, ensuring vehicles remain available

when required and reducing the risks associated with
maintenance, storage and insurance. Maintaining the
