Decision Approved
The Leader of the Council, in consultation with the
Cabinet Member for Health & Social Care:
1. Approved retrospectively a direct award to The
Confederation Hillingdon CIC to deliver a
Community Intravenous Antibiotics Service to
the London Borough of Hillingdon for the period
1 June 2025 to 31 March 2026 at a cost of
£185,000.
2. Approved retrospectively a direct award to The
Confederation Hillingdon CIC to deliver
additional Same Day Urgent Care capacity to the
London Borough of Hillingdon for the period 1
April 2025 to 31 March 2026 at a cost of £200,000.
3. Approved retrospectively a direct award to
Central and North West London NHS Foundation
Trust to deliver additional Urgent Community
Response Service capacity to the London
Borough of Hillingdon for the period 1 April 2025
to 31 March 2026 at a cost of £135,500.
4. Approved retrospectively a direct award to
Central and North West London NHS Foundation
Trust to deliver additional Homefirst (Discharge

London Borough of Hillingdon for the period 1
April 2025 to 31 March 2026 at a cost of £135,500
Reason for decision The recommendations in this report support services that
help prevent Hillingdon residents particularly older people
from losing their independence. These services also reduce
avoidable hospital admissions and help people who have
been admitted being discharged more quickly.
All of the services outlined in the recommendations focus on
preventing hospital admission and enabling early discharge,
and they are delivered by Health partners. Funding for these
services is provided to the Council through the discharge
element of the NHS minimum contribution within the Better
Care Fund. As a result, there is no impact on the Council’s
General Fund.
Alternative options
considered and rejected
Not approve direct awards: This is not recommended due
to the potential impact on bed capacity at Hillingdon Hospital
and ability of the local health and care system to manage
demand.
Competitive tender option: This option has not been
considered in part because of the short -term nature of the
funding but also because of the intention to improve
efficiency and effectiveness through closer integration
between existing Place-based providers.
