That the Cabinet Member for Finance & Transformation,
in consultation with the Cabinet Member for Corporate
Services & Property:
1) Accepted the tender from McLoughlin Decorating
Limited for the provision of the EXTERNAL
ENHANCEMENT AND REMEDIALS PROGRAMME
– PHASE 7 –
DOVEDALE CLOSE & MILNE WAY,
HAREFIELD to the Council for a period of 18
weeks at the value of £305,279;
2) Agreed to the following release request of £351k
inclusive of contingencies and fees from the
EXTERNAL ENHANCEMENT AND REMEDIALS
work-stream within the Housing Revenue
Account Works to Stock programme 2025/26
(Appendix A of the associated report); and
3) Noted that whilst this forms part of the 2025/26
budget programme, these works will take place in

2026/27 and ratification of such year -to-year
budgetary phasing will form part of the 2025/26
Outturn Report, which will go to Cabinet in June.
Reason for decision The proposed contract is to undertake phase 7 of the
Planned Works External Enhancements and Remedials
programme at Dovedale Close & Milne Way, Harefield,
which consists of 80 dwellings in total. Stock condition
surveys have been undertaken to identify and confirm that
works are required, which are then specified and included in
the tender documentation. This phased work programme
will prioritise the large number of properties that are overdue
cyclical repairs and decoration. This is a 2025/26 element of
a phased programme of External Remedials. This will
provide our residents with a pleasant environment to live in
and will serve as an investment in the Council’s housing
stock.
Alternative options
considered and rejected
Moving away from the larger type of delivery contracts gives
greater flexibility to deal with risks associated with poor
contractor performance. This approach will enable more
specialist contractors to deliver installations at lower costs.
