Notes the results of the informal consultation for a possible Parking Management Scheme in Cervantes Court, Northwood; and 2. Following discussions with local Ward Councillors and the Cabinet Member, asks that officers prepare a detailed scheme design for a possible Parking Management Scheme in Cervantes Court with the operational times of ‘Monday to Friday 8am to 10am and 2:30pm to 4:30pm’ and conduct a 21-day statutory consultation. Cabinet Member Report – 7 April 2026 Part 1 Public Reasons for recommendations These recommendations are in line with the views expressed by the local Ward Councillors. Alternative options considered / risk management The Council could decide to take no further action. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. A petition was submitted to the Council signed by some of the residents of Cervantes Court, Northwood requesting a residents’ permit parking scheme to help tackle the issues they have been experiencing with parking. The petition advised that “ Residents are parking on the road as there is no other parking access. However, the road is not permit-only unlike the surrounding roads, which means that non- residents park during all hours, often leaving residents unable to park in their own place of stay, unable to access and leave the road. This is especially noticeable as during school times, parents from St Helens will flock to the road and most often block access entirely.” 2. The petition was signed by 25 residents representing 16 out of 27 households in the road. Cervantes Court is a residential cul-de-sac which shares its junction with Green Lane and is in close proximity to Northwood town centre and facilities such as Northwood Underground Station, and St Helens Sports Centre and St Helens School. 3. The current parking restrictions in Cervantes Court include a single yellow line operational ‘Monday to Saturday 8am to 6:30pm’ to help prevent obstructive parking . This is an extension of the parking restrictions on Green Lane which has restrictions to help promote road safety and traffic flow during peak times. There are also school keep clear markings operational ‘Monday to Friday 8am to 10pm and 2:30pm to 4:30pm’ to help prevent dangerous parking during school drop off and pick up times on Green Lane, c lose to the junction with Cervantes Court. 4. It is important to note that the garage areas in Cervantes Court are private and therefore would not be included in any parking scheme as these are not enforced by the Council. The private areas can be easily identified in Cervantes court by the change in road surface. 5. It is worth noting that informal footway parking arrangements have taken place in Cervantes Court for some years. In 1998, a petition was submitted to the Council by residents of Cervantes Court asking that parking on the footway be allowed to help access such as to the garages. The decision was made at the time to investigate further but in the meantime, to suspend footway parking enforcement in front of Nos. 10 to 19 Cervantes Court. Since this informal decision was agreed some years ago, it seems that footway parking is taking Cabinet Member Report – 7 April 2026 Part 1 Public place throughout the whole road, mostly likely due to an increase in vehicles in the road and also the size of vehicles. If a formal scheme were to be proposed, then it is possible that footway parking would no longer be permitted, and as a result, the on-street parking availability could be reduced. However, a more detailed site investigation is recommended. 6. The petition was dealt with via Intelligent Intervention where, with the agreement of the lead petitioner and Cabinet Member, the request was added to the Council’s extensive parking scheme programme, negating the need for a petition hearing and helps speed up the process. Officers therefore prepared informal consultation documents and liaised with local Ward Councillors to ensure they were happy prior to posting to residents in the area shown in the plan attached to this report as Appendix A. 7. Households in the road were delivered an informal consultation pack which included a letter, questionnaire, plan of the area being informally consulted which also indicated the existing nearby scheme zones, and a pre-paid reply envelope. 8. Once the informal consultation concluded , all of the responses were collated and shared with the local Ward Councillors. All the results can be seen attached to this report as Appendix B . Overall, out of 27 informal consultation packs delivered to households in Cervantes Court, 12 responses were received representing a response rate of 44%. 9. The questionnaire also gave residents the opportunity to advise which operational times they would prefer the scheme to operate if one were to be implemented. Four households indicated support for ‘Monday to Friday 8:30am to 10am and 2:30pm to 4:30pm’, and seven households indicated support for ‘Monday to Friday 9am to 5pm’. 10. The results were shared with local Ward Councillors who supported the proposals progressing to formal consultation on a detailed scheme design. Councillors considered the results and felt that the shorter operational hours of ‘Monday to Friday 8:30am to 10am and 2:30pm to 4:30pm’ would be more suitable in the road as this would help deter both parent parking and commuter parking but still allow visitors and trades people to park outside these times without the need for a visitors parking session. 11. Given the apparent level of support expressed by residents, officers can prepare a detailed scheme design and formally consult residents on a proposed residents’ parking scheme in road with the operational times during the usual school drop-off and pick-up times. Following further review of the operational hours, it is considered reasonable to extend the morning period slightly to align with the nearby school keep-clear markings and the school opening times. It is therefore recommended that the formal consultation is undertaken on revised operational hours of Monday to Friday, 8am to 10am and 2:30pm to 4:30pm. 12. In conclusion, following the informal consultation for a possible residents’ permit parking scheme in Cervantes Court and discussions with local Ward Councillors, it is recommended that officers prepare a detailed scheme design for a parking scheme in Cervantes Court, and conduct a 21-day statutory consultation on the proposals. Financial Implications The total cost of the recommendations set out in the report is approximately £1, 500. Funding to Cabinet Member Report – 7 April 2026 Part 1 Public implement the proposal can be sourced from Transport for London’s Local Implementation Funding budget for 2025/26. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities To help manage the parking in Cervantes Court, Northwood following a petition from residents by having a resident’s permit parking scheme to help prevent non-residential parking. Consultation & Engagement carried out (or required) Informal consultation was carried out in an area agreed in liaison with local Ward Councillors. If the recommendations to this report are approved, then officers will prepare a detailed design for a residents’ permit parking scheme and conduct a 21-day statutory consultation. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance concurs with the financial implications and comments above and reiterates that there will be no financial impact on Council resources if the recommendations by Officers are approved. Legal The Council’s power to implement a Parking Management Scheme in Cervantes Court, Northwood is set out in the Road Traffic Regulation Act 1984. The formal consultation and order- making statutory procedures to be followed before any such Parking Management Scheme is implemented are set out in Schedule 9 of the Road Traffic Regulation Act 1984 and the Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations 1996. Any consultation must also meet the standard set by established common law principles in public law, namely fairness and adequacy. If the decision is taken after formal consultation to make the order introducing the Parking Management Scheme, Part 5 of the Road Traffic Regulation Act 1984 and the Traffic Signs Regulations and General Directions 2016 set out the signage requirements, w hich must be observed. In exercising any of the powers under the Road Traffic Regulation Act 1984, section 122 of the 1984 Act requires the Council to consider its statutory duty to secure the expeditious, convenient and safe movement of vehicular and other traffic (including pedestrians), and the provision of suitable and adequate parking facilities on and off the highway. These powers must be exercised so far as practicable having regard to the following matters: (a) the desirability of securing and maintaining reasonable access to premises; Cabinet Member Report – 7 April 2026 Part 1 Public (b) the effect on the amenities of any locality affected and the importance of regulating and restricting the use of roads by heavy commercial vehicles, so as to preserve or improve amenities of the areas through which the roads run; (c) the national air quality strategy; (d) the importance of facilitating the passage of public service vehicles and of securing the safety and convenience of persons using or desiring to use such vehicles; and (e) any other matters appearing to the Council to be relevant. Moreover, the Council has various statutory duties in relation to road safety, such as under section 39 of the Road Traffic Act 1988 and section 16 of the Traffic Management Act 2004, which are relevant when deciding on road traffic measures. Pursuant to established public law principles on consultation, the decision maker, when coming to a decision regarding the progress of the propos al for a Parking Management Scheme in Cervantes Court, Northwood must be satisfied that all consultation responses, including those that do not accord with the officer's recommendation, were conscientiously taken into account. The consultation responses can be seen in the Appendix B to this report. The Council must also be mindful of its public sector equality duty under section 149 of the Equality Act 2010. In this report, it is highlighted that the recommendation to progress to formal consultation on the proposed Parking Management Scheme in Cervantes Court, Northwood follows on from consideration of the consultation responses. Thus, Legal Services confirm that there are no legal impediments to the Council following the recommendations set out in this report. It must be ensured that the proceeding formal consultation and any subsequent action taken is in accordance with the rules and requirements mentioned above.
