NOTICE FOR PUBLICATION Title of decision New Years Green Lane Household Reuse and Recycling Centre - carriageway widening works Name and Title of Chief Officer(s) making the decision Dan Kennedy, Corporate Director of Residents Services Directorate Residents Services Reference No. 2026/1813 Date of decision 1 October 2026 Relevant Ward Ickenham & South Harefield Details of Decision Taken Decision The Chief Officer agrees to: 1) Note the £374,196.98 of external funding from the West London Waste Authority Household Reuse and Recycling Centre Investment Fund for carriageway widening works at New Years Green Lane Household Reuse and Recycling Centre, subject to the funding terms being acceptable to the Council; 2) N ote that acceptance of the grant will be reported to Cabinet through the Council’s budget monitoring arrangements. 3) Acting under approved delegated authority for highways works and capital spend during 26/27, agree the New Years Green Lane carriageway widening project and the release of £374,196.98 through the Highways Structural Works capital programme to deliver the works, with the grant income offsetting the expenditure; 4) A uthorise officers to undertake the works within the approved Highways Term Contract. Reason for decision The carriageway works will improve access, egress and safety at the New Years Green Lane Civic Amenity site, enable the first phase of the wider redevelopment and help preserve the existing planning permission before its stated expiry in January 2027. The scheme is wholly funded by the £374,196.98 grant and supports improved recycling, reuse and operational efficiency. Chief Officer Decision Notice Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk These proposed works represent Phase 1 of a wider programme of improvements to the New Years Green Lane site and are a key enabling project that will support the future redevelopment of land adjacent. The wider redevelopment proposals include enhanced staff welfare facilities, a public education centre, dedicated recycling and reuse stalls, and further operational improvements designed to increase recycling performance, maximise opportunities for reuse, and improve the overall efficiency of the site. Alternative options considered and rejected A reduced scheme was rejected because it may not deliver the required access improvements or support later phases. Delay, doing nothing or ceasing the project were rejected because the planning permission could lapse, external funding could be lost and future delivery costs and delays could increase. Risk management Key risks are planning permission lapse, cost pressures, procurement or construction delay, disruption to site operations and unforeseen site conditions. These will be managed through timely mobilisation, compliance with planning requirements, surveys, procurement and contract controls, project governance, financial monitoring, change control and works programming. Factors considered The decision takes account of the effect on residents and site users, planning and land requirements, funding conditions, procurement and contract requirements, operational safety and environmental sustainability. No public consultation was undertaken because the proposal concerns operational works on Council land within existing approved planning parameters. OPTIONAL - REPORT / APPENDIX Report / Appendix Status and reason Part 1 - Public ADDITIONAL INFORMATION The New Years Green Lane Household Reuse and Recycling Centre is a strategically important waste facility. The carriageway widening is Phase 1 of a wider programme that is intended to improve staff facilities, provide a public education centre, create dedicated recycling and reuse stalls and improve site operations. The existing access road constrains larger vehicles and future development. Widening will improve vehicle movements, site accessibility and operational safety, while creating infrastructure for later phases. The works are currently programmed for completion during 2026. The Council has secured £374,196.98 from the West London Waste Authority HRRC Investment Fund for this purpose. CONSULTATION / IMPACT Benefits include improved access and traffic management, safer operation for staff, contractors and visitors, support for future redevelopment, increased recycling and reuse opportunities and improved operational efficiency. No public, stakeholder or staff consultation was undertaken because the works are an operational infrastructure project on Council land and within approved planning parameters. ADDITIONAL CORPORATE IMPLICATIONS Finance comments Finance have reviewed this report and support the recommendations contained within, noting that these works will provide improved access to and from the site, with the works wholly funded by a grant award, and therefore not impacting on borrowing or the council’s wider financial position. Finance will ensure that the acceptance of this grant is ratified through Cabinet via the monthly budget monitoring report allowing this report and these works to proceed at pace. The £374k will be released through the overarching Highways Structural Works capital programme and whilst this will represent an overspend against the expenditure budget, this will be offset by an overachievement of grant income. The only way this can be reflected in the council’s capital programme budget is via a full council report, given the low value of the spend, it is not recommended this option is pursued. Legal comments The Council has the necessary powers to accept the external funding. Officers should ensure that the terms and conditions of the funding award from the West London Waste Authority are Chief Officer Decision Notice Page 6 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk reviewed and are acceptable to the Council, including any provisions relating to monitoring, delivery obligations, repayment, or clawback. Officers should be satisfied that the Council has the necessary land and access rights required to undertake the works and that there are no property -related constraints, title issues or third- party rights which would materially affect delivery of the scheme. The report states that the proposed works will constitute commencement of development under the relevant planning permission. Officers should ensure that the works are carried out in accordance with the planning permission and that any relevant planning requirements, including any pre - commencement conditions, have been satisfied prior to commencement. Any delivery arrangements relating to the works should be undertaken in accordance with the Council's Contract Standing Orders and any applicable contractual requirements. The proposed delegation should be exercised in accordance with the Council's Constitution and all necessary approvals obtained before any contractual commitments are entered into. Subject to the above, there are no specific legal implications arising from the recommendations in this report. Other corporate factors Planning: the works are intended to constitute commencement of the approved development and preserve the planning permission. Officers must confirm compliance with the permission and discharge any relevant pre-commencement conditions. Procurement and contract management: delivery must comply with Contract Standing Orders. Environmental and service impacts: the project supports repair, reuse and recycling and is intended to improve the resident experience and site safety. Site Plan Part 1 - Public
